Is it ok to have the booster powered continuously? I have it hard wired instead of using the alligator clips.

The Booster for the TireMinder TPMS for Dual Axle Trailers # TPMS-TRAILER uses a very low draw of power. If you use the trailer often there will not be an issue with having the booster hard wired. If your trailer will sit for long periods of time I do recommend disconnecting the battery or putting in a Battery Disconnect # SE63FR to prevent the battery from draining and damaging the battery.
