The first thing you should do is use a circuit tester like the Hook Probe Circuit Tester # PTW2993 to test the power at the ThermaHeat RV Holding Tank or Step Heater Pad # 277-000164. Start with the switch turned on and see if you have power, if you have power then turn the switch off and see if you have power. If you have power to the Heater Pad with the switch both on and off or you do not ever have power to the heating pad then you should double check the wiring. Since I do not know what switch you are using I am going to assume it is the Universal-Design Rocker Switch # PK34310, which is the most popular switch used for that Heater Pad. I have included a diagram of that switch to ensure things are wired correctly to the switch.
If you have power to the Heater Pad with the switch on and no power when the switch is off then the switch is working properly other than the light inside of the switch. It would be up to you if you wanted to replace the switch. If this is not the switch you have and cannot find the issue then please reach back out to me with the switch that you do have so that I can help you further.
