Function of the LED Dimmer Rocker Switch # 37215225

Question:
When you slide the dimmer control all the way to the button on the 37215225 and the on/off switch is on will the led strip be completely off? Current dimmer switch I have wont let me dim the strip as much as would like.

The LED Dimmer Rocker Switch # 37215225 does not completely turn off when the dimmer switch is all the way down, as long as the on/off switch is turned on it will have a very faint glow. I have attached a video that demonstrates how the light looks as you slide the dimmer switch brighter and dimmer.
