I do have a solution for you but the Integrated OEM Tailgate Lock - 1999-2007 GM Full Size Pickups # LH-003 is designed to only fit GM Full Size pickups.

The solution I have for you is the Pop & Lock Custom Tailgate Lock - Steel - Manual - Black # PAL3600. The Pop & Lock # PAL3600 fits all 1997-2011 Dodge Dakotas. This lock offers more protection because it fits into the housing of the handle, making it very difficult to pop out.
