The Pintle Hook # C48215 that you referenced does include mounting hardware to attach to a pintle hook plate like the Super Titan Forged Pintle Hook Plate # RP38186 that you referenced.

I also pulled these two parts and was able to determine that they are compatible with each other and that the # C48215 will attach to the # RP38186.
