Question:

will this allow a bike rack to clear the spare tire? I will use for my boat and for my bike rack.

Since the etrailer Trailer Hitch Receiver # e98859 installs flush with the bumper of your 1994 Jeep YJ, you will not have any tire clearance issues as long as the shank length of the bike rack is longer than the distance between the center of the hitch's pinhole to the outside edge of your spare tire. With your boat trailer, you shouldn't have an issue unless you have a boat trailer with a boat winch attached to it.

One creative way to measure whether you have enough shank length on a bike rack or the space for a winch is to measure the rear of your bumper to the outside of your spare tire. That will give you the minimal distance you need for the bike's shank. Also, if you have a winch, you can measure from the center pinhole/coupler of the trailer to the closest part of your winch handle to see if it will clear that spare tire measurement.

For a great quality bike rack with an exceptionally long shank, I recommend the Hollywood Racks Trail Rider Bike Rack for 2 Bikes # HR200Z. The Trail Rider has a maximum weight capacity of 45-pounds per bike. In addition, the measurement from the center of the shank's pinhole to the closest part of the rack is 12-1/8 inches long. I recommend comparing the 12-1/8 inch length to the measurement from the distance between the center of the hitch's pinhole to the outside edge of your spare tire.
