The Draw-Tite # 75682 Class III hitch installs using six M12x1.75x40 hex bolts.
It's extremely unlikely that the previous hitch shipped out with the wrong bolts. The hitch installs using bolts that attach to nuts that have been welded up into the vehicle frame members and bumper beam. After a vehicle is 2 or 3 years old, road grime and corrosion get built up on the threads in those nuts (especially in the rust belt where corrosive chemicals are used to treat the roads in winter). What happens is that the road gunk and corrosion build up on the nuts which prevents the hitch installation hardware from threading into place. This is an extremely common problem.
Before threading the bolts into place, give each of the bolt holes a generous shot of a spray lubricant like PB Blaster and let it sit for a bit. After awhile, give each hole another shot of spray and use a wire brush like what's used on a battery terminal cleaner such as # DW00254 and give the threads a good scrubbing. You might need to do this more than once to get the threads cleaned out to the point where you can get the bolts threaded into place.
I've linked to an installation video for the Draw-Tite 75682 Class III hitch.
