I have a solution for you, but the Tekonsha # 118243 you were looking at is for Super Duty trucks and will not fit an Econoline van. The correct replacement wiring harness for a 2001 Ford E350 Van with the factory tow package is the Reese Multi-Plug Wiring Harness for Factory Tow Package - 7-Way and 4-Way Flat Trailer Connectors # 74682. This harness comes with a 4 way and 7 way trailer plug to allow you to tow trailers with and without brakes.
