I currently havea standard chrome bumper with a reese hitch installed beneath mounted directly to frame. Will the step bumper fit without modifications or will I have to move hitch

Typically, a step bumper is OEM style and will fit very well on a vehicle that has a trailer hitch receiver. This also applies to the Westin Fey Diamondstep Rear Bumper - Chrome Plated Steel # 21105 which fits the 1998 Ford Van. You can also get this bumper in Black # 20107 or Silver # 20105. No modifications will be necessary when installing this bumper.
A really nice feature is the integrated hole for mounting a hitch ball. You can add something like TowSmart Hitch Ball Set - 1-7/8", 2", and 2-5/16" Balls - 1" Shank - 8,000 lbs # 3481256 which would then allow you to tow via the bumper. I attached a demonstration video for you to check out.
