It's hard to say without knowing which exact lamp you're dealing with, but I can give you some general tips that might help you..
Are you mounting the lamp to a plastic fender? If so, the lamp needs to be grounded to the trailer frame or metal that's attached to the trailer frame. Clearance lights will ground either via a separate ground wire ran to the trailer frame or via its mounting hardware being in direct contact with the trailer frame. If your lamp doesn't have a separate ground wire, get a small length of wire and attach a ring terminal to both ends to form a jumper wire. Attach one end to the mounting hardware of the lamp, the other end to the trailer frame.
If the lamp is grounded to the trailer frame, make sure that connection is made to clean bare metal and that the attachment area isn't corroded or dirty.
I've linked to some wiring articles that you might find helpful.
