I have the Locking Quick-Release Skewer for RockyMounts Rooftop Bike Racks and the quick release is stuck in the closed position as if it is locked. The key does not work as if the lock is seized. I believe this is preventing the quick release from moving. Is there anyway to get the lock core out so I can replace it?

First you need to confirm that the key number matches the number of the lock cylinder that is on your Locking Quick-Release Skewer # RKY0190. If they are different we may have the replacement key that will fit your lock. If they are the same and the key will not turn you might first try putting some penetrating oil in the key cylinder to break the mechanism free if some water caused the internals in the lock cylinder to become rusted. If you are still not able to free the mechanism you may need to take it to a lock smith to remove the cylinder without damaging the skewer.
Lock Cores for RockyMounts Bike Carriers # RKY0332 will provide you with 2 new key and lock assemblies to replace the damaged lock. I have linked a video below that explains how the cylinders are inserted into different lock mechanisms.
If were able to free your lock and want to replace it with a new cylinder you will need to follow the installation video in reverse to remove the cylinder. You will need to line up the notch by feel since you will not be able to see inside the cylinder.
