Can I Test the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat # 277-000164

Question:
I have this factory installed pad on my RV, that I think is defective. Is there a way to test the pad without removing it from the tank, or waiting until its cold outside? Like some sort of Ohm test?

I spoke to my contact at LaSalle Bristol, he told me that the only way to test the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat # 277-000164 is to get the pad/tank cold enough to the point where it turns off/on.
