Hi, I have an older Yakima hitch mounted bike rack and a 2020 full suspension Vitus mountain bike with slack head angles. Will the Yakima Tube Top Bike Adapter Item # Y02531 work for this?

Yes, your full suspension Vitus mountain bike with slack head angles is absolutely compatible with the Yakima Tube Top Bike Adapter Bar # Y02531.
With a distinctive angle, the front wheel will likely be a bit lower than the back wheel when mounted, but it won't affect your bike on the rack.
That's a super nice bike, so I would be remiss not to mention that if you don't have a cable lock to lock the bike to the rack, I definitely recommend one, the Saris Cable Lock # SA981 or RockyMounts Curly Combination Cable Lock # RKY3700.
