Is it possible to bolt onto the sides of a 2019 Ford Raptor vs the clamps? The reason is to keep my tonneau tri-fold cover.

It sounds like you are wanting to install a ladder rack onto your 2019 Ford Raptor that has a tri-fold tonneau cover installed on it already. This may be possible, but your tonneau cover must mount inside the bed rails, not on top of the bed rails. If the tonneau cover mounts on top of the bed rails then it will interfere with the way a ladder rack installs onto the bed rails.
The Rapid Switch Systems Pro Sport Truck Bed Ladder Rack # RS67FR that you were looking at will not work since it technically clamps inside the bed rails. For a ladder rack that mounts on top of the bed rails I recommend the Adarac Pro Series Custom Truck Bed Ladder Rack 500lbs # A4000964. This mounts on top of the bed rails and has upright arms that allow a folding tonneau cover to work properly, as long as the cover is mounted inside the rails.
