I need to get a 2x2inch 12 to 13inch rise shank. It needs to have min 9inch long from center of pin lock hole to center of vertical adjustment holes.

We ALMOST have what you are looking for with the part # FA92-02-4315 which can do a rise of up to 12-1/2 inches but it's 1 inch too short in the length you are looking for as it is 8 inches from hitch pin hole to vertical adjustment holes. We don't have anything else that comes closer either.
