Could Non-CARB Catalytic Converter Pass Emissions

I would like to even know you cant ship this products to California would it pass the smog test in California

We can't ship this Converter # MF99356HM to California nor would it pass the visual inspection since it doesn't have CARB approval.
Would it actually pass the smog test if you had it hooked up to a sniffer? I'd be shocked if it didn't, but since it's not CARB approved you wouldn't even get that far.
