I have a 2016 f150 5.5 foot box, I have the universal rail kit by reese. Is the measurement for the 5.5 box on the rear rail 28 3/4 from the edge of the box

Yes when installing the universal rail kit part # RP30035-31 you'd want to install the rear rail edge 28-3/4 inches from the rear of the truck bed edge.
