For your 2 electric bikes weighing 60lbs each, I would look into the Saris Freedom Platform Rack. If your tires are 2-1/4" wide or less then go with # SA4412B; if your tires are wider than 2-1/4" then go with the fat bike version # SA4412B-FB which can hold up to 5" wide tires.

The weight capacity for these bike racks is 60lbs per bike. The carriers secure the bikes by their frame with a padded cradle and does not mount to the top of the wheels like some carriers do, thus making them compatible with bikes that have fenders or baskets. When bikes are not loaded, the arms can fold down and you will have access to the vehicle's trunk. I do recommend adding 8' Cable Lock and Anti-Rattle Hitch Lock for Saris Hitch Mounted Bike Racks # SA984 which will lock the bikes to your carrier and lock the carrier to your trailer hitch receiver.
