I am remounting my Reese 5th wheel hitch and base rail onto a 2013 Ford F-250 short bed crew cab pickup. Can you recommend which Custom Outboard Brackets will fit to my new pickup.

The correct bracket kit for your 2013 Ford F-250 would be a Reese Quick-Install Custom Bracket Kit # RP50073. The # RP56001 that you referenced is not confirmed to fit your vehicle and would not be recommended.
If you need the hardware to attach your current rails to the # RP50026 you would want a Replacement hardware kit # RP58430.
Since you have a short bed truck you are going to need to get a hitch with a slider so that you can make 90 degree turns. Check out the FAQ article I attached on fifth wheel hitches also.
