I have a 6 foot bed 2009 Dodge Power wagon 2500 will this fit 4 x 4

According to Pilot Automotive, their # LH-007 manual tailgate lock fits a 2009 Ram 2500, regardless of bed length or if it's a RWD for 4x4 model.

For an electric tailgate locking system that ties the tailgate lock in with the door locks, Pop&Lock offers part # PAL8340 and would retain the factory tailgate handle. Long bed crew cab models would also need an extension harness, part # PL9510. I've linked to an install video if this is something that might interest you.
