All of the custom wiring harnesses we have available that are designed to tap into the factory tow package of your Ford Excursion utilize the circular US Car Connector type connector. It's possible that you've simply located a different plug behind the bumper that has a different purpose (we've seen this from time to time) but if you're sure you've found the correct connector for installing a new wiring harness, the only solution we have would be a T-Connector Harness like the Tekonsha # 118344.
The Tekonsha T-One Harness will plug in-line behind the tail lights of your Excursion, bypassing the factory tow package wiring completely. This offers a 4-Way connector so to upgrade it to a 7-Way you can just add the Hopkins Adapter # 37185.
I've attached a couple video demonstrations and the instruction manuals on these products that you can check out as well.
