The Curt Class-I Hitch # C11207 is the correct hitch for your 1998 Honda Civic LX, and supports up to 200 pounds. This hitch is designed for your car and will work well if you stay with in the capacity limits. You should also consult your Honda owners manual.
You should consider the Thule # TH903202 Easyfold XT, 2 E-bike platform rack as it will support two e-bikes weighing up to 65 pounds each. It has a built in ramp, a fold down option for easier trunk access, and it folds up for easy storage when not in use. It also includes locks for bikes and the rack.
