Is a top adapter bar needed to use this bike carrier with a 2020 Verve+Low Step electric bike or is there a better carrier you would recommend?

For e-bikes with the lower top tubes the solution I recommend is a rack like the Hollywood Racks RV Rider part # HLY64FR as it uses a pivoting clamp that can do a better job grabbing onto the frame of the bike than racks like the E-Spec which use a hook. The clamp squeezes the frame of the bike instead of just pulls down on the frame so it's more secure.
