does the frig model wd-282fwdc run off d c power from a battery only, only when plugged in -to a c power it still run off 12 volts

Correct, the Everchill RV Refrigerator with Freezer # 324-000119 is only able to run off of 12 volt power so it will need to be wired as such.
If you like you can use a switch installed on the power line to turn it off, the Pollak Heavy-Duty Toggle Switch # PK34571.

I wish to buy a Forest River RV, I know the batteries it comes with are inadequate for boondocking, A 24v battery system is superior to a 12v, why does a everchill have to run off only 12 volts? And if so is a 12v 200ah lithium battery enough?
