I spoke with a local Chevrolet dealer and activating the tow package on your 2010 Chevrolet Equinox is more involved than having the fuses in place. They said depending on your specific vehicle, a few additional components may need to be added and the vehicle computer may need to be re-programmed for the tow package to work. The wiring harness, # 118264, that you referenced is designed to work with vehicles that already have the factory tow package.
Instead, I would recommend looking at the Tow Ready Circuit Protected Modulite harness, # 118494. This wiring harness will plug into the connection points on your tail light assemblies and the powered converter will protect your vehicles electrical systems from shorts or mis-wire situations on a trailer. The power wire for the converter will connect to the positive terminal of the vehicle battery. I have attached an installation video as well as an article on tips for running a power wire.
