I am trying to source a class II receiver and 2 inch adapter for a yakima fourtimer on a 2000 Honda accord EX any advice would be helpful.

Since there are only Class I hitches available for your 2000 Honda Accord you're going to be limited to carrying 2 bikes using the trailer hitch method, even if you were to try using an adapter. If there was a Class II hitch available I would still advise against going this route because a hitch adapter will reduce your weight capacity by 50%.
For your application I recommend using the Inno roof rack system with a roof mount bike rack like the Inno Fork Lock III # INA391. Obviously you'll need a bike rack for each of your bikes so really the only downfall to this method is that it can get a bit pricey. For the Inno roof rack you'll need the following:
- 50" Square Crossbars # INB127
- Feet # INSUT
- Fit Kit # INK249
