On a 1996 Buick Roadmaster wagon as far as I know a brake controller would need to be hardwired in. The car is not pre-wired for a brake controller so in order to install one you will need a few items. First, you will need a 4-Way trailer wiring harness, # C55352, unless the vehicle already has one.
Using this harness (or a factory 4-Way on the vehicle if so equipped) you would then need to install a 4 and 7 way installation kit # ETBC7. This will add a 7-Way and provide the wiring for a brake controller. A 7-Way will be needed whether you go wireless or with a wired system.
I have included some links that will help explain how to install the 4-Way and ETBC7 as well as how to hardwire in a brake controller. For a brake controller I recommend going with the P2 # 90885 because it is easy to set up and easy to use. Since you will have to do hardwiring for either system, you might as well go with the P2 and save a little cash, even if cost is not an issue.
