Can this clamp mount to a 3/4” or 7/8” diameter rail? Thank you

Yes. The CIPA Concept II # CM11070 is designed to fit on 1/2" - 7/8" wide, rectangular or round windshield frames, so it will mount on either of the rails you mentioned.
