I read a review that the Draw-tite 76025 has a bounce when a bike rack is used. Have you heard of many complaints with this?

The Draw-Tite Max-Frame Trailer Hitch Receiver part # 76025 is the hitch I had on my old Odyssey and I had no issues with it at all even with bigger bike racks or my boat attached.
A bike rack would not cause any type of noticeable hitch deflection unless it was loaded above the stated capacity.
