The CE Smith Keel Roller for Boat Trailers - PVC - 10" Long - 5/8" Shaft - Amber # CE29518 does not come with the shaft and pal nuts. I recommend using the Roller Shaft with Pal Nuts for Boat Trailer Rollers - Zinc-Plated Steel - 11" x 5/8" # CE10726A for those components and then you can use a bracket like # CE10500G.
