Will the above part work with the Fulton Hi Mount tire carrier FSTC? It is for a Tracker boat trailer.

Yes, the Fulton Spare Tire Lock, part # FSTL0603, that you have referenced, will fit on the Fulton Hi-Mount Spare Tire Carrier, part # FSTC1000301.
The bolts that are used to hold the wheel onto the Fulton spare tire carrier are 1/2-inch size bolts. The Fulton spare tire lock will fit on a wheel stud up to 9/16-inch diameter.
