The Curt Class III Round Tube Receiver Hitch part # 13390 and Draw-Tite Class III Max Frame Receiver Hitch part # 75673 are both excellent options for a 2020 Subaru Legacy. I recommend the Curt Trailer Hitch Receiver because the receiver tube is not tucked back under the bumper as much when compared to the Draw-Tite Class III Max Frame Receiver Hitch. The receiver tube aspect is important, especially for a bike rack as you could have bumper clearance issues when you go to fold the back rack up for storage. I have attached an install photo and video for you as well.
For a bike rack, I recommend the Kuat Transfer Platform Rack part # KU24FR. The Kuat Transfer is my favorite option because the open design makes it much easier to load your bikes and it is also lightweight at only 51 lbs so it will then be easy to take on and off the vehicle.
