The Titan Chain Cable Snow Tire Chains for Dual Tires - Ladder Pattern part # TC4047 comes with a set of 2 dual tire chains. The chains are designed to cover both tires on the axle so technically you are covering all 4 wheels with 2 chains. It is hard to tell from the photo but the photo depicts one tire chain covering 2 tires. You will get 2 of those chains with part # TC4047.
These chains fit the following tire sizes:
275/80-24.5
275/85-22.5
285/75-22.5
295/75-22.5
