While the vehicle is on should I be able to stop the Radiator fan by hand?

I would not ever recommend attempting to stop a radiator fan of a vehicle with a running engine...I suspect you have a bad fan clutch though if your fan doesn't seem to be turning like it should. Here's the recommended and easy way to test that.
Before starting the vehicle for the day go out and spin the fan as hard as you can. If the fan rotates more than 5 times you have a bad clutch. A good clutch will normally stop before spinning 3 times if not sooner. You should feel some resistance when turning by hand.
