We have a 2002 Chevy Silverado and my husband has everything hooked up correctly but, the red light will not come on.

The red light of the Hayes Syncronizer Trailer Brake Controller part # HA81725 should only illuminate when the vehicle's brakes are depressed which activates the trailer brakes. If your not getting the red light when you depress the brake pedal it doesn't sound like the brake controller has power.
It sounds like you are using the hayes brake controller adapter wire part # HA81781-HBC, you may want to check the fuses in the Chevy to make sure all of the factory tow package fuses are present. If you are not using the adapter and the brake controller was hardwired you want to make sure the power wire is properly attached the vehicle's battery via a circuit breaker and the the ground wire is attached to the negative side of the battery.
