What is the outside diameter of the 3/8inch wire loom so that I may know what size loom clamps to order?

The outer diameter of the 3/8 inch inner diameter wire loom part # 39035 that you referenced is 1/2 inch. So for clamps you'd want the 1/2 inch clamps part # A0500.
