Yes, the U-Bolts that come with the Replacement Mounting Hardware for Car Top Cargo Roof Cargo Box # CTC-18PARTS have a 3/16" diameter and are spaced 4" apart on center. I have attached some photos to demonstrate this and some other measurements that you may be interested in.
