Flustrated, Im trying to find out how to run a 4way. this is the only year dodge didnt make a wiring harness.

The 2004 Dodge Dakota came with 2 different wiring situations. It could have come with a tow package that included a 7-Way trailer connector, or it did not come with a connector at all. To add a 4-Way to a model that does not have tow package, you would need # 118323 that you have referenced.
I have included a link to the installation details and a link to a video that shows a typical installation. The harness plugs in line with the tail light wiring behind each tail light.
