Yes, you can use the Blue Ox Base Plate Kit part # BX2679 which is a fit for your 2019 Ford Ranger with the Demco Excali-Bar II Non-Binding Tow Bar part DM9511009 but you will also need to use the Demco Tow Bar Adapter for Blue Ox Base Plates part # DM9523041. The standard connectors that come on the Excali-Bar II won't work with the Blue Ox Base Plate Kit unless using this adapter.
