If your brake controller still displays the short circuit error code "SH" even after you cut the blue output wire at the back of the unit, then it is likely that it has internal damage and should be replaced. Cutting the blue output wire removes any possible trailer wiring issues from the circuit so still seeing this code suggest an internal fault.
