I just bought 2 1/2 x4 x18 exhaust tips from u. My pipe measures 2 1/4 ID and 2 1/2 OD. Did I order correctly?

Yes, you did order correctly, the MagnaFlow Exhaust Tip, part # MF35146, is designed to fit a 2-1/2 inch outside diameter tailpipe. The length of the exhaust tip is 18 inches, so you will also want to make sure the length will fit your vehicle.
