What would be the best way to lock the bikes in place with this rack? Run a cable through the bike frame and through the frame that fits around the jack? Thank you.

Using a cable lock like the # e98891 routed through the bike frames and then around the A-frame of the trailer would be the best way to lock bikes with the Jack-It 2 Bike Rack for A-Frame Trailers # LC429756 that you mentioned. The # e98891 is ten feet long so it would be a great choice.
