Do Blue Lights on Prodigy P2 Brake Controller Turn Off Automatically

Battery went dead my truck put a new battery in and with the key not in the ignition I noticed 2 blue lights came on Is this normal and will they go out and if they will how long does it take

Yes, the 2 blue dots you are talking about is normal for the Prodigy P2 # 90885 and it will take about 15 minutes for those to go off.
When you first put power to this brake controller it displays a "n.c." code which means that it doesn't sense a trailer connected. After 15 seconds the "n.c." code changes to " . ." like you mentioned. This stays on until there is no motion or activity in your pickup for at least 15 minutes. See attached clip from the user manual for more info.
Even with those lights on the power draw of the P2 is very minimal and it would take at least a month of your pickup just sitting there before the P2 would drain the battery.
