The Extang Solid Fold 2.0 Hard Tonneau Cover - Folding - Polypropylene # EX83590 will have a rear rail as you mentioned but it will not interfere with opening and closing your tailgate in either of the directions. The cover will have rubber weather stripping fins that make contact with the tailgate. The rail itself will not make contact with the tailgate. I reached out to the manufacturer to confirm that fit on your 2019 Ridgeline model.

This cover is an excellent option for your vehicle because you don't need to adjust the rear panel at all to access your truck bed. You can simply open the tailgate the same way as you would if there were not a tonneau cover.

Thank you for the response - but my question is not about the tailgate - it is about the built in trunk. Will the trunk door be able to open completely or will it hit the rails?

Sorry about my misunderstanding. The trunk lid will be able to open about 85% of the way according to my contact at Extang before the lid would make contact with the lowest part of the cover. For 100% clearance for that trunk lid, you would need to release the rearmost panel of the cover and fold it back.
