The frame rails on your Tacoma could be behind some plastic molding on the bottom of the truck. You may also need to remove a metal skid plate to access the frame and attach the Westin Grille to your Tacoma.
The correct grille for your 1999 Tacoma is the Westin Sportsman Grille Guard, part # 40-0905. The item you selected, part # 40-1605, will only fit the 2005-2011 Tacoma.
