Hello, Im considering buying the Reese Steadi-Flex RP66561 and have read the TB17-01. My trailer frame is 5 with a top mount coupler. My offset is 4 and my frame depth is 3 1/2. It seems that it should work, except my A frame has loop welded to the front which the safety chains attach to. How do I account for this? How can I tell if the hitch will fit?

Looks like the frame channel of your trailer would interfere with the base of the Steadi-Flex # RP66561 since it has such a wide base. You'd need to go with a weight distribution system that wouldn't interfere with that like the Reese Strait Line part # RP66084 which is rated similarly and actually has a much nicer sway control system. This kit has a tongue weight range of 600-1,200 lb.
For a 2 inch ball you would want part # A-90 and for a 2-5/16 inch ball # 19286.
