Are there companies in Delaware or Philadelphia who will install this BMW X3 Hitch?

I do not know the Delaware of Philadelphia areas so I cannot say for sure. But, any RV dealer that also works on trailer should be able to install the hitch. A qualified and trusted mechanic could also perform the installation. I have included a link to the installation details for you to take a look at. You could always print them out and show them to a potential installer so they have a better idea of what the installation entails ahead of time.
If you plan on doing some towing, I recommend etrailer Ball Mount Kit, # EBMK4. It comes with a ball mount, interchangeable ball kit, a hitch pin and clip, and a carrying bag. For trailer wiring, use # C59236. I have included a link to the installation details and a video showing a typical installation for you.
