Will the C16420 Bracket Kit work with Reece 10 Bolt rails? Does the C16420 Bracket kit come with all required hardware for installation? thanks

It is not recommended to mix bracket and rail manufacturers because they have not been tested together and there is no way to tell how they will perform and what the weight capacity will be. In terms of fitting together, they will probably fit, but I urge you to use CURT brackets with CURT rails to be on the safe side. Considering what you will be towing, a 5th wheel trailer, you will want to be as safe as possible.
A bracket kit will come with the hardware required to install just the brackets to the truck frame. It does not included the hardware to attach the rails to the brackets. All new hardware should be used. This is another reason why it would be better just to get a whole new kit. One part number, all new parts, and they are all compatible.
Currently there is only one installation kit that will fit the 2012 Dodge Ram 3500 and that is the CURT kit, # C16420-104. The universal brackets you have referenced, # RP30439, are not listed as a fit for your truck and there are no instructions to install them on your truck.
