I suppose it is possible that something, somewhere was not installed correctly when you installed the Plug-N-Tow Wiring harness, # 43475, into your 1998 Toyota Sienna.

There is an easy way to determine if you have the sides switched. The wires with yellow, red, and brown plug into the driver side taillight wiring. The Connector with the green wire plugs into the passenger side taillight wiring. make sure that the white ground wire is attached to a bare metal surface. Looking at the picture in the instructions, linked for reference, it is confusing, and you could have easily switched sides based on that.

If you have the wiring installed correctly and there is still a problem, use a circuit tester like # PTW2993 to test the wiring. First check that the signals going into the converter box are what they should be. If they are not, something is wrong with the wiring on the vehicle or the connectors from the harness are in the wrong spots.

If the wiring going in matches the signals on the vehicle, but it is wrong coming out of the converter, then something is wrong with the converter and it will need to be replaced.

If the wiring is correct coming out, then the issue is on the trailer side and you will need to make sure the trailer connector is clean of corrosion, the main ground is connected to a bare metal surface, the wiring is going back to the correct lights, and the trailer tail light grounds are corrosion free.
