Question:
The location instructions for KH11613 on a 2007 Caravan says 12 oclock position. Am I to assume the core plug to which the heater is to be installed is above the torque converter on the back side of the engine opposite the flywheel and serpentine belt? Please elaborate.

I took a look at the installation instructions for the Kat's Heaters Custom Engine Block Heater # KH11613 and the 12 o'clock position is simply the direction the heater needs to face to avoid contact with the engine wall on your 2007 Dodge Caravan.
According to Kat's you are going to need to install the heater in the Rear Left (RL) like you see in the accompanying diagram.
